Our government understands that a strong economy benefits all of us. We continue to remove the barriers and unnecessary red tape which prevent businesses and workers from fully contributing to our provincial economy. This edition of the Weekly Update contains the latest news on how our government is:
  • Introducing historic legislation which would, if passed, help thousands of internationally-trained and otherwise-qualified professionals pursue their dreams, all while maintaining Ontario’s world-class licensing and exam requirements
  • Investing additional funds to expand health menu options for long-term care residents

Ontario Removing Unfair Work Barriers for Skilled Newcomers

The Ontario government is leading the country with changes to help internationally-trained immigrants work in the fields they’ve studied in. After introducing historic legislation that banned regulated professions from requiring Canadian work experience in more than 30 occupations, Professional Engineers Ontario (PEO) are the first association to remove it from their application criteria. This has the potential to help thousands of otherwise-qualified professionals pursue their dreams over the coming years, all while maintaining Ontario’s world-class licensing and exam requirements.

Roughly 300,000 jobs continue to go unfilled across the province every day, including thousands in engineering, costing billions in lost productivity. At the same time, studies have shown only a quarter of internationally trained immigrants in Ontario work in the regulated professions they trained for. Currently, even if a newcomer has the skills and technical ability to pass their profession’s licensing exams, they may still be barred from registering in their profession without Canadian work experience – even if that work occurs in an unrelated sector, such as retail.

“Each year, up to 60 per cent of the engineering licence applications that PEO receives are from internationally trained engineers,” said Roydon Fraser, President of PEO. “By no longer requiring proof of Canadian experience when applying for an engineering licence, PEO will effectively ensure that qualified, international applicants can be licensed more quickly, so they can actively contribute to the economy as engineers. PEO will continue to ensure all professional engineers meet rigorous qualifications for licensing and that only properly qualified individuals practice engineering through a competency-based assessment model and other methods for evaluation.”

Ontario is the first province in Canada to ban unfair or discriminatory Canadian work experience requirements to help newcomers work in the professions they trained for. In December 2023, all unfair requirements for Canadian experience will be automatically voided unless an exemption is granted by the Ministry of Labour, Immigration, Training and Skills Development for public health and safety.

Ontario Connecting Long-Term Care Residents to More Nutritional Food Choices

The government of Ontario is investing an additional $32 million this year to expand healthy menu options for long-term care residents, including a broader range of culturally inspired meals. This investment builds on the 15 per cent – or over $40 million – increase to nutritional support funding for long-term care homes last year.

We believe long-term homes should be homes, not institutions, and a good meal is essential to good living,” said Paul Calandra, Minister of Long-Term Care. “That’s why for the second year in a row, we’re providing a major increase to improve the quality and variety of food for residents in long-term care.”

The Ontario Government’s new regulations under the Fixing Long-Term Care Act, 2021, that came into effect on July 11, 2022, ensure residents are provided with more individualized food choices, more fresh produce and local foods in season, and additional menu flexibility. Over the last two years, the government has increased funding for food and nutrition quality by more than 26 per cent.

The government is fixing long-term care to ensure Ontario’s seniors experience the quality of care and quality of life they need and deserve, both now and in the future. The plan is built on four pillars: staffing and care; quality and enforcement; building modern, safe and comfortable homes; and connecting seniors with faster, more convenient access to the services they need.

Ontario Launches Peak Perks and Expanded Energy-Efficiency Programs

The Ontario government is launching the new Peak Perks program to help families save money by conserving energy, as part of the government’s $342 million expansion of Ontario’s energy-efficiency programs that will reduce demands on the provincial grid. The government is also launching three new and enhanced programs for businesses, municipalities, and other institutions, including targeted support for greenhouse growers in Southwest Ontario.

“Our government is giving families more ways to lower their energy bills with new energy-efficiency programs like Peak Perks, which will provide families a $75 financial incentive this year in exchange for lowering their energy use at peak times during the summer,” said Todd Smith, Minister of Energy. “The new programs launched today will also help meet the province’s emerging electricity system needs by providing annual electricity savings equivalent to powering approximately 130,000 homes every year and reduce costs for consumers by over $650 million by 2025.”

The new Peak Perks program provides a financial incentive for residential customers who are willing to conserve energy and reduce their air conditioning at peak times and have an eligible smart thermostat connected to a central air conditioning system or heat pump unit. Participants will receive $75 for enrolling this year, as well as $20 for each year they stay enrolled in the program starting in 2024.

Residential customers can participate in Peak Perks by enrolling and giving their thermostat manufacturer secure access to their thermostat. Participants will be notified when one of the maximum 10 annual temperature change events occurs directly by their thermostat manufacturer on their mobile app and on their thermostat. Peak Perks has been designed to ensure participants are always in control and customers can opt-out of any temperature change event without impacting their incentive.

The Peak Perks program will be available starting in June. Interested customers can visit SaveOnEnergy.ca/PeakPerks today to sign-up for the program waitlist and receive an email notice with information on how to enroll.

Ontario has also launched three new and enhanced programs, including an expanded custom Retrofit program for business, municipalities and other institutions, targeted support for greenhouse growers in Southwest Ontario, as well enhancements to the existing Local Initiatives Program. The expanded Retrofit program alone will feature over $200 million in dedicated funding to support the new custom energy-efficiency retrofit project stream, that will cover up to 50 percent of the cost of approved projects.
